Mahjong Cipher

You've heard about Substitution and Caesar ciphers, but what about a Mahjong Cipher? Think you're brainy enough to figure this one out?

This challenge was very straight forward. We first match the tiles given to each letter which would get us scrambled up flag.

Using caesar cipher

From there we can see that we have a flag-like format. We can then input it into a caesar cipher algorithm (a substitution cipher) and test every letter shift till we get back flag{..}.
